Hubbard reports $2.4 million wastewater award and ARPA-linked interfund loan

City Administrator Wade briefed the Hubbard City Council on fiscal-year-end financials on July 8, reporting a general fund finish under budget and several one-time transfers and loan entries connected to capital work.
Wade said the general fund’s underspend was driven primarily by vacancy savings and that the fund received a transfer of roughly $219,000 from the Sewer Bond Fund after the sewer bond audit closed. He also reported an interfund loan of approximately $635,000 from the general fund to the ARPA fund associated with water-system upgrades and that staff has submitted a reimbursement request to Marion County for about $697,000; staff hopes to receive that reimbursement in late July or early August, at which point the loan would be repaid.
Wade highlighted a legislative award of approximately $2,400,000 for phases 1 and 2 of the wastewater treatment-plant upgrades as a major accomplishment for the city. He also noted PGE utility costs ended the fiscal year roughly 13% over budget and that staff adjusted fiscal-year 26 budgets to reflect higher utility expenses.
Wade said the IT contractor had completed configuration for nearly all computers needed for electronic permit testing and that staff hopes to begin testing in September. He closed by noting routine items such as banner printing with the North Marion School District art team, and events attendance: the Movies in the Park event had about 70 community members in attendance.
What happens next: staff will pursue the Marion County reimbursement, monitor utility cost adjustments in the FY26 supplemental, and continue procurement and construction steps for the water-system and wastewater projects.
