Hubbard council approves reorganization that eliminates director of administration role

The Hubbard City Council unanimously approved Resolution 8162025 on July 8 to abolish the director of administration position and reclassify administrative roles to redistribute duties after the imminent retirement of Director Vicki Noble.
City Administrator Wade told the council the city had discussed the change with Noble and administrative staff and concluded "the responsibilities of the director of administration can be effectively redistributed among existing positions." He said the reorganization would reclassify the court clerk to a city recorder/court supervisor, place that position under the city administrator, and expand the administrative assistant to a full-time role.
Wade told council the plan is intended to "maintain service levels, improve operational efficiencies, and generate cost savings." Staff estimated the reorganization would produce roughly $125,455 in annual savings, primarily in the general fund, with additional savings across operating funds because the position serves multiple funds.
Councilors praised the proposal but flagged operational concerns. The mayor said he supported the change "but I am concerned on overburdening current staff," and asked the administrator to return to council if additional staffing was needed. Several councilors echoed the need for close monitoring and an open dialogue with staff as duties shift.
Council moved and seconded the resolution and approved it without recorded opposition. Administrator Wade said updated job descriptions reflecting the revised duties will be developed and presented to the council for consideration at the August meeting.
The council also approved a related housekeeping motion to add City Recorder/Court Supervisor Julie Hedden as a signer on city bank accounts and to remove Director Noble as a signer, with the bank-signer change to take effect after the administrative process is completed on Aug. 1.
What happens next: staff will draft and bring final job descriptions to the August meeting and implement the approved personnel reallocations effective Aug. 1.
