Marineland adopts technology acceptable-use policy; procurement policy tabled for revision

The Marineland commission unanimously adopted a Technology Acceptable Use Policy (IT-001) at its May 21 meeting and tabled a separate Procurement, Contracting and Expenditure Authorization Policy for additional refinement.

Town Clerk & Comptroller Wilshem Pennick outlined IT-001 provisions addressing use of town technology accounts (including Microsoft 365 and CivicPlus), device-return requirements at the end of terms, public-records obligations for personal devices, email and cloud archiving for public-records requests, designation of three CivicPlus website administrators (one commissioner, the clerk and one staff member), password-sharing protocols that require disclosure to the clerk, and a Technology Services Agreement requirement for any IT billing outside a primary role. Commissioners adopted the policy unanimously at about 7:54 p.m.

The Clerk also presented a Procurement, Contracting, and Expenditure Authorization Policy that included proposals on small-purchase thresholds, contract brief requirements from legal counsel, competitive selection and sole-source justification, emergency procurement procedures and commissioner portfolio responsibilities. Commissioners requested revisions—including replacing percentage-based thresholds with fixed dollar amounts—and tabled the procurement policy to allow Mr. Simpson and the Clerk to incorporate feedback and return to the next Regular Town Meeting for adoption.

Commissioners said the procurement discussion required more time for review; no formal vote on procurement policy adoption was taken.
