The Hubbard City Council approved a set of budget resolutions on June 10, including a supplemental budget for FY2024–25 and adoption of the FY2025–26 budget.
City Administrator Sean Wade and the budget officer summarized the proposals. The adopted FY2025–26 budget totals $14,623,056; the presentation broke that down as approximately $2,500,000 for personal services, $1,200,000 for materials and services, and roughly $7,000,000 in capital outlay. Interfund transfers were listed at $221,000, contingency at $3,100,000 and reserved/unappropriated balances at $618,000. The council voted to adopt the budget and to impose a property tax levy of 3.9772 per $1,000 of assessed value.
Council also opened and closed a public hearing on state shared revenues, where staff reported that state shared revenue has declined over the last three years and is projected to decline another 2% in FY26; the council passed two resolutions related to state shared revenue. Earlier in the evening the council passed a supplemental budget resolution for FY2024–25 to account for items including CIS/software security purchases and a Business Oregon grant for wastewater predesign work.
