Financial consultant Mark Simpson told the Commission on May 21 that the town needs a travel policy, an investment policy and updated internal controls, and outlined steps to begin earning interest on currently uninvested funds.
Commissioners discussed whether travel rules should be incorporated into the existing Procurement and Expenditure Authorization Policy or adopted separately. By consensus the Commission agreed the travel policy should be a standalone document and asked staff to develop a travel request form with itemized expense reporting and a clear reimbursement cutoff date.
The Commission also discussed strengthening internal controls in response to auditor feedback and noted the need for guardrails around the use of artificial intelligence for copy development in financial contexts; commissioners said further discussion on AI safeguards would follow. No formal motions or votes were taken during the workshop.
