Planning commission approves plats for Goddard Public Works building, conditions set for Evergy utility easements

The Goddard Planning Commission approved a preliminary and a final plat on Jan. 12 for a new Public Works facility north of the city’s wastewater treatment plant, setting aside adjacent land for a future police station.

Staff presented the primary plat and said the project includes approximately 18.85 acres with detention ponds to manage stormwater and a FEMA floodplain that engineers are accounting for in grading and drainage plans. "We've been asked by Hutton Construction to help them with the civil portions of the Goddard Public Works project," consultant Harlan 4 Acre said, describing two detention ponds sized to handle current and future development and to meter discharge to reduce downstream impacts.

Harlan told commissioners that Evergy submitted a late comment requesting adjustments to utility easements so future utility lines remain at least 25 feet from its power structures. He recommended conditional approval while the applicant coordinates the easement changes with Evergy and city staff. Staff said the final mylar would be recorded with the county after signatures and any agreed administrative corrections.

A commissioner moved to approve the preliminary plat by voice vote; the planning commission then approved the final plat with a condition to resolve any required utility-easement modifications with Evergy before recordation. The motion and the condition were included in the approval record.

Next steps: the applicant will continue coordinating with Evergy and submit any revised easement language or plat corrections to staff for final review before the mylar is recorded with the county.
