Henderson commissioners adopt several ordinances, contracts and bids; property purchase denied

At its Jan. 27 meeting the Henderson Board of Commissioners approved multiple ordinances and municipal orders (park board rename, electrical code changes, budget amendment, contracts and bids) and approved funding for a regional retail booth. A proposed $75,000 purchase of 1322 Helm Street was denied after executive session.
The Henderson Board of Commissioners on Jan. 27 approved a slate of ordinances, municipal orders and contracts ranging from code updates to procurement awards while rejecting a proposed property purchase.
On second reading the board adopted Ordinance 01-26, renaming the Parks and Recreation Board to the Board of Park Commissioners and adjusting membership and officer terms; Ordinance 02-26, defining orderly succession of city offices during a state of emergency and repealing a prior ordinance; and Ordinance 03-26, making multiple amendments to the city electrical code (inspector duties, permits, fees and related provisions). The board also adopted Ordinance 04-26 to amend the FY2026 budget and recorded first-reading action on Ordinances 05-26 (closure of a 3,051-square-foot alleyway between 216 Highland Drive and 220 Turner Avenue) and 06-26 accepting sidewalks in Gray Stone Subdivision as public improvements.
Commissioners also approved Municipal Orders authorizing a gas supply contract with the Public Energy Authority of Kentucky and a North American Energy Standards Board gas sales agreement with Pratt Paper (M.O. 09-26), accepting a first amendment to the Pratt Paper natural gas transportation agreement (M.O. 10-26), and approving Change Order #1 for the Fire Station 1 construction contract (M.O. 11-26) to be paid from the contract contingency in an amount not to exceed $269,830. Additional municipal orders approved included the purchase of a used 2021 Dodge Ram 1500 police truck for $38,997 (M.O. 12-26), an agreement for electrical inspection services with D.Y. Inspections, LLC (M.O. 13-26), and bid awards for cemetery mowing ($186,361.50 to Robinson Rental & Excavating, M.O. 14-26) and Group A1 property mowing ($61,200 to RKC Outdoor Services, M.O. 15-26). Resolution 05-26 declared a 2007 Ditch Witch JT1220 directional drill and accessories surplus and authorized sale by electronic auction pursuant to KRS 82.083(4)(d).
The board approved the consent agenda, which included personnel items and a PPE reimbursement grant application up to $7,000, and made appointments to the newly renamed Board of Park Commissioners: Taylor Heady to finish an unexpired term and Meagan Hoefling and Jonathan Russelburg to staggered two-year terms.
A motion to purchase 1322 Helm Street (Parcel ID #2-18-8-1) for $75,000 failed. The motion, made after executive session, drew Nay votes from Commissioners Hargis, Pruitt and Whitt and Mayor Staton; Commissioner Thomas was absent. Mayor Staton declared the municipal order denied.
All recorded votes on adopted items followed the same roll-call pattern among present members: Commissioners Hargis, Pruitt and Whitt and Mayor Staton voting Aye; Commissioner Thomas recorded as absent for roll calls unless noted otherwise. The meeting adjourned at approximately 5:23 p.m.
