Madison aldermen authorize supplemental agreements and award multiple infrastructure contracts to Hemphill Construction

Mayor Pro Tempore Guy Bowering and the Board of Aldermen unanimously authorized a series of infrastructure contract actions at their Sept. 17 meeting, including supplemental agreements and the award of construction contracts to Hemphill Construction Company, Inc.
After an executive session on anticipated litigation and bid discussions, Alderman Tankersley moved to approve submission of and execution of supplemental agreements with Hemphill Construction Company, Inc., and Neel-Schaffer, Inc., for the Hoy Road Improvements Project, contingent on final review by city staff and concurrence by the Mississippi Department of Transportation. Alderman Strain seconded the motion, and the vote was unanimous.
The Board also accepted the lowest and best bid for the City Center Water, Sewer & Drainage Improvements Project (MCWI #161-2-DW-5-15) from Hemphill Construction Company, Inc., and authorized the Mayor or her designee to execute any documents necessary to effectuate the award. Alderman Strain made the motion to accept the bids; Alderman Tankersley seconded, and the motion carried unanimously. The Board took the same action to accept the low bid from Hemphill for the Tidsale Pump Station & Force Main Project (MCWI #71-2-CW-5.5), with Alderman Tatum making the motion and Alderman Peeler seconding.
City Clerk Susan Crandall announced that no formal action was taken during Executive Session; the subsequent votes recorded the Board’s formal approvals. The awards and supplemental agreements include standard contingencies: final contract documents, city staff review, and external agency concurrence where required. The Mayor or a designated official is authorized to sign contract documents to finalize awards.
The actions move forward multiple local infrastructure projects that the City described in board materials. Project identifiers and the contracting firm names were recorded in the official minutes and the motions passed unanimously. The Board adjourned following the votes.
