Consultant Kevin Crowder of BusinessFlare presented an economic‑development positioning and targeting plan that recommends three tiers of priorities: (1) protect and activate existing commercial land and high‑touch professional services (notably along Congress Avenue and downtown); (2) recruit wealth management, family‑office and digital‑health/creator‑economy firms; and (3) pursue opportunistic adjacent sectors such as technology and AI‑enabled micro firms.
Crowder argued Delray Beach has a strong visitor‑driven economy and an under‑recognized founder/startup base that can be amplified through targeted outreach, storytelling and regulatory adjustments that make key commercial corridors feasible for the projects the city wants. He identified Congress Avenue as a priority because much of the corridor has converted to residential uses and therefore may be losing commercial capacity. The plan lays out a 90‑day to 12‑month work plan: immediate steps to identify protections for commercial parcels, months 1–3 to engage founders and partners, and months 4–12 to market opportunities.
Commissioners responded favorably to the direction, expressing particular interest in protecting Congress Avenue, updating older studies for North Federal Highway, and exploring AI and security‑focused business recruitment. Staff said the consultant team will return with a final operating framework and materials for outreach and marketing.
The Commission gave general consensus to proceed with the consultant's recommended operating framework and target sectors; staff will coordinate follow‑up work and interagency outreach (DDA/CRA/Chamber).
