Ordinance 1035 — Remove surety bond requirements: Council adopted an ordinance removing mandatory surety bond requirements for certain city officers after a presentation from City Attorney Ryan Peck and City Administrator Craig Crossette, who said the change eliminates legacy provisions and could save roughly $12,000–$15,000 annually by discontinuing a third‑party brokerage relationship. Ordinance 1036 — Consent annexation: Community Development Director Micah Scoggan presented a petition for annexation (property ID 00252319) under KSA 12‑5287. Scoggan said the property would default to R‑1 (single‑family) zoning upon annexation; the developer mentioned interest in estate‑style lots and a possible temporary rental venue use that would require a special use permit and planning commission review. The council adopted the ordinance by roll call vote 5‑0.
Mandatory contractual provisions: City Attorney Ryan Peck presented standardized mandatory contract provisions to be incorporated into city contracts, bid documents and procurement materials; the council approved their use by motion (5‑0).
Other procurement approvals: Council authorized advertisement of RFPs for North Park playground equipment and safety surfacing (motion carried 4‑0; Naomi Leonard joined later by phone) and approved placing the order for the Public Works pre‑engineered metal building (motion carried 5‑0).
