Hermiston — The City Council unanimously adopted Resolution 23‑96 on Nov. 10 to begin annexation and a comprehensive plan map amendment for a 19.5‑acre parcel at 1835 East Airport Road, owned by Farm City Pro Rodeo.
Staff told the council the parcel currently lies inside the urban growth boundary and is zoned F‑1 (farm use) in the county. To develop the site and connect to city water and sewer, the property must be annexed and changed to a city zoning designation. The resolution directs staff to set public hearing dates, with hearings planned for January.
The council took no other action tonight; adoption only begins the public process. The council voted unanimously on the motion to adopt and "lay upon the record," and staff will return with hearing dates and supplemental materials.
