The Mitchell County Board of Supervisors voted July 21 to approve a consulting contract with Niacog for planning and zoning services at a rate of $65 per hour, billed monthly.
S4 introduced the proposal and emphasized Niacog would provide planning and zoning consultation — not daily office operations or staffing for public-facing meetings — and would charge only for time used. The proposal covers pre-application meetings, conditional-use permit consultations, permit reviews and ordinance amendments. Board members asked for clarification about what would be billable; S4 explained short, simple phone calls would likely not be billed while longer, landowner-facing pre-application consultations would be.
S4 moved to approve the contract at $65/hour; the motion was seconded and passed. During the roll call, some board members voted against the contract while others voted in favor. The board noted the contract is optional to use: if the county does not call on Niacog, it will not incur charges.
Staff will finalize the consulting agreement and track usage monthly under the stated billing arrangement.
