The Planning, Economic Development and Housing Committee voted July 21 to forward a package of four property sales under the neighborhood homes (Lost Homes) program to the full City Council with a favorable recommendation.
William Diaz of Development Services described the package—230 Capen Street (to Daniel Alvarado), 905 West Boulevard (FQ Real Estate Ventures), 2243 Main Street (ER Wilson Real Estate LLC) and 684 Garden Street (Paracer Enterprises)—and said the city selected mostly small developers and provided a three‑month due‑diligence window after executing purchase and sales agreements.
Diaz said the program requires compliance with city requirements (MWBE, residency and living‑wage monitoring) and that the developed units must be sold to owner‑occupants who agree to remain in the home for 15 years and meet income limits at or below 120% of area median income. He described subsidy dollars of up to $150,000 per unit administered by the Housing Development Fund to make projects feasible.
Council members asked about vetting of small developers and project oversight; Diaz said projects are assigned a city project manager who monitors permits, MWBE and residency goals and can help developers navigate city processes. Councilwoman Surgeon said staff had vetted proposals and disqualified some applicants for prior project issues.
The committee approved a single motion to recommend items 2.6–2.9 together to council. The vote was recorded in favor and the package will proceed to the council agenda for final action.
