Committee backs transfer of 28 Gillette Street to Hartford Land Bank to clear lien

The Planning, Economic Development and Housing Committee voted July 21 to send a favorable recommendation to the full City Council to transfer 28 Gillette Street to the Hartford Land Bank.
William Diaz of Development Services told the committee the property was foreclosed and carried a mortgage lien that “the mortgage company would not release unless the city agreed to transfer the parcel to a nonprofit entity.” Diaz said the city executed an agreement with the land bank and expedited the transfer so the lender would release the lien to the city.
Diaz said the land bank is considering converting the structure into a two‑family dwelling but that the interior is in poor condition and requires corrected egress at the rear. He added the lender required the transferee be a nonprofit and that the land bank’s typical model is to move properties toward homeowner occupancy when feasible.
Committee members pressed for clarity on timing and financing. Surgeon said she wanted to know whether the land bank had identified financing or an explicit timeline; Diaz said the land bank would need to secure rehab funding and the city would work to help identify financing but did not give a firm completion date.
The committee approved a motion to forward the transfer to council with a favorable recommendation. The vote, as recorded on the meeting webcast, was in favor and the item will next appear on a council agenda.
