County staff flags $1 million cut to Life Sciences CIP aid and plans March 6 follow-up on incubation strategy

County staff told the Economic Development Committee that the amended CIP for the Life Sciences and Technology Centers reflects a technical change: a $1,000,000 state aid award included in last year’s plan will not be realized, and staff recommended approving the amendment to reduce both revenues and corresponding expenditures.

Gene Smith, manager of the Montgomery County Business Center, said the executive’s broader strategy includes $4,000,000 in CIP funding and $1,800,000 in operating support for innovation centers. He provided a line-item breakdown of the $3,000,000 that is programmed in FY25: roughly $1,800,000 for shared equipment at the Germantown Innovation Center, $600,000 to upgrade co-working at the Rockville Innovation Center, and about $600,000 for a system-wide refresh and branding.

"About 1,800,000 represents the investments along with the operating side, so that's part of still the equation," Gene Smith said, and added that timing for the investments may shift into FY26 depending on how the operating strategy and the CIP align.

Why it matters: the Life Sciences centers are central to the county’s economic-development strategy for biotech and related firms. Staff said 144 companies applied for the executive’s innovation and founders grants, with roughly 20% in life sciences, and that the March 6 committee session will present operational plans and selection outcomes.

Council members pressed staff about the county’s competitiveness for state grants and whether future solicitations could be done in partnership with institutions such as Montgomery College or the University of Shady Grove; staff said that the state competition favored private firms and universities in the recent round but that partnerships and future approaches would be explored.

The committee accepted the technical CIP amendment and scheduled the fuller incubation briefing for March 6.
