Green Township rejects low bid, awards $40,421 fence contract to Giacorp

At its Nov. 12, 2025 special meeting the Green Township Committee adopted Resolution 2025-172 to award fence-installation Bid #25-04 to Giacorp Contracting for $40,421.00.
The resolution states the township received four bids on Oct. 9, 2025: WBE Fence Company ($14,760.00), Giacorp Contracting ($40,421.00), Senco Metals LLC ($79,800.00) and Skopye ($76,000.00). The committee determined the apparent low bidder, WBE Fence Company, to be non-responsive because the product supplied did not conform to bid specifications. The resolution cites N.J.S.A. 40A:11-4a and N.J.S.A. 40A:11-13.2 in support of the rejection and awards the contract to Giacorp Contracting as the lowest responsible and responsive bidder.
Michael Rose moved to adopt the resolution and Margaret “Peg” Phillips seconded. The roll-call vote recorded Phillips, Rose and Mayor Virginia “Ginnie” Raffay voting aye; James DeYoung and Bader Qarmout were absent. The resolution includes certification by the township clerk and the chief financial officer that funds were provided (Account: 22-380-56).
