Green Township committee approves $44,800 emergency paving contract for Pequest Road before snow

On Nov. 12, 2025, the Green Township Committee voted unanimously to authorize an emergency paving contract to repair drainage and complete milling and paving on Pequest Road before the arrival of snow.

Mayor Virginia “Ginnie” Raffay and committee members Margaret “Peg” Phillips and Michael Rose approved Resolution 2025-171 after the township’s DPW supervisor certified an emergent condition and the chief financial officer certified that funds were available. Michael Rose moved to approve the contract and Phillips seconded the motion.

The resolution states the township relied on the Local Public Contracts Law (N.J.S.A. 40A:11-6 et seq.) to negotiate an emergency contract without public advertising for bids. C&V Paving Contractors was identified in the resolution as the lowest responsive contractor able to respond to the emergency; the total contract price is $44,800.00 and funds were certified from Account 01-203-26-290-164.

The action was recorded as a roll-call vote with Phillips, Rose and Mayor Raffay voting aye; James DeYoung and Bader Qarmout were recorded as absent. The meeting minutes show the motion carried with no discussion.

The decision makes immediate repairs and paving a county/local priority to ensure the road is passable and plow-ready for winter weather. The committee did not discuss alternative contractors during the public meeting; the resolution includes the department certifications supporting the emergency award. The committee announced no additional public comment was taken and adjourned at 5:07 p.m.
