Green Township Committee approves bills list, appoints DPW laborer and insurance representatives

The Green Township Committee unanimously approved a set of routine resolutions at its Nov. 3, 2025 meeting, including the approval of the bills list for Oct. 3–Oct. 30, the appointment of a new public-works laborer and the township’s insurance and risk-management designations.
The Committee voted to adopt Resolution 2025-166, accepting the bills list attached to the meeting packet. Township Clerk Mark Zschack presented the report showing current payments and previously disbursed checks; the combined total on the attachments was $1,193,947.56, which included a previously disbursed school tax payment of $968,228.58 and regular payroll and vendor payments. The motion to approve the bills list was moved by Bader Qarmout and seconded by Michael Rose and passed by an aye vote from James DeYoung, Margaret Phillips, Bader Qarmout, Michael Rose and Mayor Virginia Raffay.
The Committee approved Resolution 2025-167 appointing Peter Giller as a Department of Public Works laborer effective Nov. 10, 2025, at $20.00 per hour. The motion was offered by Michael Rose, seconded by James DeYoung, and carried unanimously.
On insurance matters the Committee named Mark Zschack, the Township Clerk/Administrator, as the Fund Commissioner to the Statewide Insurance Fund for Fund Year 2026 and appointed Deputy Clerk Patty DeClesis as the alternate under Resolution 2025-169. The Committee also approved Resolution 2025-170 appointing Skylands Risk Management, Inc. as the Township’s Risk Management Consultant for 2026. During discussion on Resolution 2025-170, Committee member Bader Qarmout questioned the dates listed on the consultant agreement; Township Attorney Ursula Leo said the dates would be corrected to read Jan. 1, 2026 to Jan. 1, 2027 and that the consultant position is required by the Fund.
The Committee approved the Oct. 20, 2025 meeting minutes (regular and executive session) on a unanimous vote. The meeting concluded with scheduling the next Township Committee meeting and budget workshop for Monday, Nov. 24, 2025 at 7:00 p.m.; the meeting adjourned at 7:26 p.m. on a motion by Margaret Phillips, seconded by James DeYoung.
