Green Township Committee approves routine financial, event and property resolutions

The committee unanimously approved several routine resolutions on Oct. 20 including developers-escrow payments, vendor refunds for a cancelled town event, a disabled-veteran tax exemption with refund, Halloween parking restrictions, Best Practices worksheet certification, and the sale of two township lots.
At its Oct. 20 meeting the Green Township Committee approved a set of routine but material resolutions covering escrow bills, event refunds, tax-exemption adjustments, traffic restrictions and property sales.
Developer escrow: Resolution 2025-160 approved payment of developers-escrow invoices for the period Aug. 15 to Oct. 15, 2025. The bills list attached to the resolution totaled $1,894.50 to be paid from the Developers Escrow Trust (vendors include Brady & Correale, Harold E. Pellow & Associates and others).
Vendor refunds: Resolution 2025-161 authorized refunds to multiple vendors following cancellation of Green Township Day on Sept. 6, 2025; most refunds were $10 and one refund was $20. Committee member Michael Rose moved the resolution; Peg Phillips seconded. Bader Qarmout clarified the refunds were for the cancelled event. The vote was unanimous.
Disabled-veteran exemption and refund: Resolution 2025-162 granted 100% permanently and totally disabled-veteran tax-exempt status for property at 75 Wolfs Corner Road (Block 6, Lot 4.05) for owner Edward Bertone, effective Oct. 6, 2025. The Committee authorized refunding $4,108.64 of 2025 taxes paid after Oct. 6, 2025, and cancelling $8,284.18 for the first half of 2026. Phillips moved; DeYoung seconded; vote was unanimous.
Halloween parking restrictions: Resolution 2025-163 temporarily prohibits parking on the lake side of Shore Road (between Lakeview Drive and Scenic Drive) and on the lake side of Lakeview Drive (between Decker Pond Road and Forest Road) on Oct. 31, 2025 between 6:00 p.m. and 9:00 p.m. in Lake Tranquility to preserve emergency access and pedestrian safety. Signage will be posted and the lake association will be notified.
Best Practices worksheet: Resolution 2025-164 accepted the Chief Financial Officer's completed Best Practices worksheet for CY 2025 and authorized the Clerk to certify it for transmittal to the Division of Local Government Services. Committee members questioned some worksheet answers before passage.
Property sales: Resolution 2025-165 approved the sale of two undersized township lots sold Oct. 6, 2025: Block 107, Lot 6 to Nicole Rizzolo for $15,000 and Block 76, Lot 5 to Brett Estelle for $20,000; the Mayor and Clerk are authorized to sign quitclaim deeds upon payment and compliance with sale conditions.
Each resolution was adopted by roll-call vote; all passed with aye votes from DeYoung, Phillips, Qarmout, Rose and Mayor Raffay, except the Oct. 6 minutes approval where DeYoung recorded an abstention. The Committee made no additional changes to the resolutions at the meeting.
Next steps: staff will process refunds, record the disabled-veteran exemption in tax records, post Halloween parking signage and record deeds once sale payments and fees are complete.
