Green Township joins Andover Joint Municipal Court in unanimous vote

Green Township's Committee unanimously adopted Ordinance 2025-11 at the Oct. 20 meeting, revising Chapter 2, Article XII (Municipal Courts) to reflect Green's participation in the Andover Joint Municipal Court.
The ordinance formalizes a joint court that includes the Townships of Andover, Byram and Green and the Boroughs of Andover, Stanhope and Hopatcong. It sets out the court's name, jurisdiction, appointment and term provisions for the municipal judge, and the roles and appointment procedures for the municipal prosecutor, municipal public defender, court administrator and deputy administrator. The ordinance specifies administrative arrangements for contributions and remittance of fines among participating municipalities, formation of a Joint Court Committee, an annual audit requirement and procedures for a member municipality to withdraw consistent with the shared-services agreement.
Mayor Raffay opened the public hearing. With no public comment, Committee member Bader Qarmout moved and Peg Phillips seconded to close the hearing and adopt the ordinance. The vote was unanimous: DeYoung, Phillips, Qarmout, Rose and Mayor Raffay voted aye.
Under the ordinance, Andover Township will appoint the municipal prosecutor and the municipalities will remit fines and levies to the appropriate jurisdictions per the shared-services agreement. The clerk and staff are directed to file and publish required notices and to implement administrative steps identified in the ordinance text.
Next steps: staff will coordinate with the administrator of the Andover Joint Municipal Court on implementation, intermunicipal agreements and the required filings and audits.
