Staff presented a Marion Construction scope of work to clear brush, remove stumps and prepare a riverbank area. The mayor reported approximately $1,404,225.24 remained available in the project drawdown after recent transactions and said staff expects to request design changes and an engineering amendment to reduce square footage and fit the grant total.
Several council members said they did not feel comfortable approving site cleanup or a $50,000 engineering amendment without seeing revised conceptual drawings and a clearer breakdown of remaining grant funding. An initial motion to approve the cleanup failed for lack of a second; council then agreed to table the site cleanup and the engineering amendment until March 3 when staff will present revised scope and drawings.
No contract was awarded. Staff said the cleanup is part of the EEGF grant work and that permitting included in the scope would be handled by the contractor; council asked staff to provide a clearer funding breakdown and conceptual drawings before further action.
