Craig Greening addressed the council during public forum, urging full funding and completion of an ADA survey and transition plan and citing local disability prevalence and legal risk. Greening said an ADA survey covers more than ramps and curb cuts and includes access to city documents, parking design and door hardware.
Molly (Downtown Ravenswood Partners / project lead) and staff explained the proposed scope follows federal Title II specifications and that elements of the work are required (including community engagement). The proposal splits deliverables across two fiscal years per the vendor’s pricing; staff recommended soliciting bids to confirm market pricing rather than awarding a single‑source contract.
Council members asked whether the survey applies only to city property; staff clarified it covers city‑owned facilities and informs the planning/permit review role for public‑facing construction and commercial projects (not private residences). Council voted to post the solicitation and follow normal bid procedures.
Next steps: staff will prepare solicitation specifications (using Title II requirements), run legal ads and accept proposals, then return to council with bid results and cost estimates before awarding a contract.
