Ravenswood council confronts steep Welcome Center bids and weighs funding options

"Start-to-finish construction came in at 3,300,000, and Dan Hill construction came in at 3,950,000," the meeting chair said while reviewing the bid tabulations. He noted the original base bid expectation was about $2.7 million and that the city cannot pull general-fund money to cover large overruns.
The chair said he will meet with Marie, executive director of the regional development authority (WDA), to ask about options including combining grants, amending awards, or focusing funds on a revenue-producing asset rather than the bridge. He told council members that federal earmark funds for the bridge can be expended through 2031 and that the city has room to adjust which projects to prioritize.
Council discussion centered on why bids jumped and whether higher costs reflected timing, tariffs or other market forces. One council member asked whether the city should redesign to reach a lower target; the chair said he might propose options at the next meeting.
Next steps: the chair said he will meet with WDA staff and return to council with proposals and cost options at the Nov. 18 meeting so members can decide which project to pursue.
