Rolla council approves flood‑plain ordinance second reading, calls for bids on land lease, and places recreation levy measure on ballot

The Rolla City Council took a string of municipal actions at its March 16 meeting, voting unanimously on ordinances, leases and administrative items that the council and its committees recommended.
On new business the council approved the second reading of the city’s Flood Plain Ordinance after a motion by Councilperson Alex Albert and a second by Councilperson Willie Fritz; the motion carried with all members voting "Aye." The ordinance proceeds from second reading as recorded in the minutes.
During the Administrative Committee report Member Counts moved and the council approved a call for bids on a 64‑acre land lease (SW 21‑162‑69), with bids to be reviewed April 15, 2026. The council also approved placing "Rolla City Measure #1 Public Recreation System Tax Levy" on the June 9, 2026 primary ballot under NDCC 57‑15‑10(13); Member Counts moved the measure placement and the motion carried unanimously.
The council approved a Joint Powers Agreement with Rolette County to manage joint elections, and it approved a revised lease agreement with Rolla Community Daycare signed by representative Tracy Vondall, effective May 1, 2026. The minutes show the council accepted committee reports and recorded motions to pay a Computer Information Systems invoice for $3,241 and to revise vacation payout policy rules for employees and police personnel; all recorded motions carried unanimously.
Police Committee figures recorded in the minutes show 79 calls for service and 31 citations for February; the Police Committee recommended payment of the CIS invoice, which the council approved.
Mayor Juntunen also reported that the North Dakota Department of Transportation sent a notice about a chip‑seal project proposed for the east side of Rolla during the 2027 construction season; the city reviewed the notice with no action recorded.
The council approved creation of the Rolla Wellness Advisory Council, recorded attendees at its March 9 meeting and approved the committee by motion. The meeting adjourned at 6:40 p.m.
