The Historic and Design Review Commission determined May 6 that HDRC case 2026114731 — a proposal to construct two two‑story single‑family houses at 731 North Palmetto in the Dignowity Hill Historic District — should go to the Design Review Committee (DRC) for further design work.
Staff presented 12 stipulations the applicant must address, including increased front setback, reduced facade width to match historic context, street elevation drawings to confirm height, window product details, porch redesign and a detailed landscape plan. Staff showed updated documents the applicant submitted shortly before the meeting and said the updates addressed several items but that massing and fenestration still needed more review.
The applicant (introduced as Octavio, with architect Alex present) agreed to explore changes including pushing a house back, adjusting plan proportions and studying window and roof details. "Our best interest is to definitely comply and make sure that we integrate to the area for sure," an applicant representative said during the exchange.
Commissioners emphasized that additional time in a DRC setting would let them work through scale, massing and fenestration and asked staff to coordinate a DRC meeting at the next available date. The motion to refer to DRC carried on roll call; commissioners noted the applicant should return with updated drawings and supporting documentation at the follow-up meeting.
