PCDC backs $500 landlord incentive pilot to boost voucher lease-ups

The Planning and Community Development Committee voted April 28 to approve a pilot offering $500 to landlords who sign a new 12‑month lease with a household using a housing voucher.
Neighborhood and Housing Services assistant director Veronica Gonzales presented the Council Consideration Request from Councilwoman Castillo, calling the proposed COSA vouchers a locally run program separate from federal vouchers. Gonzales said administrative delays including inspection timing and the lag for an ownerto receive the first HUD paymentcan discourage participation and that a targeted incentive could draw new landlords into the voucher market.
"This CCR proposes that we explore a city run housing voucher program called COSA vouchers," Gonzales said, recommending a $500 incentive modeled on an Opportunity Home 2023 pilot. Staff estimated that a $500 incentive could support roughly 900 households and noted Opportunity Home previously issued more than 3,000 incentive payments over a 13‑month period at a total cost of $1.3 million.
Council members asked whether the incentive should exclude landlords already accepting vouchers, how the pilot would be tracked, and whether the $500,000 figure would be added to the city budget or repurposed from existing relocation assistance funds. Gonzales said staff favored prioritizing new landlords and could work with Opportunity Home to administer the pilot; she also said the item was proposed for FY2027 funding within the existing rental and relocation assistance allocation.
Stephanie Rodriguez, director of the voucher program at Opportunity Home San Antonio, told the committee the agency seeks collaboration with landlords and expedited processes for VASH applicants and said Opportunity Home and local partners had already reduced processing times in many cases.
Several public commenters and council members emphasized the need to pair incentives with administrative fixes such as faster inspections and clearer communications so landlords receive timely payments. Councilwoman Castillo moved approval; the motion was seconded and carried on a voice vote.
The committee referred the pilot to the budget process for inclusion in FY2027 planning; staff said details such as targeting (veterans first or broader voucher holders), administrative roles, and performance metrics would be refined before implementation.
