Ronceverte Council unanimously adopts 2025–26 budget, accepts ARC MOU and approves two ordinances

The Ronceverte City Council on March 10 unanimously approved the city’s 2025–2026 fiscal-year budget, accepted a memorandum of understanding with the Appalachian Regional Commission for the Phase 3 Water Extension, and adopted two ordinances addressing utility fees and police department procedures.
City Administrator Pam Mentz explained the proposed changes to water utility charges during the meeting’s second reading of Ordinance 2015-01. Mentz said the reconnect fee would increase “from $20 to $40 for reconnect fees, and from $350 to $950 for tap fees,” and clarified that the city would charge the lower, actual cost if installation proved to be less than the $950 cap. City Recorder Leah Smith moved to approve the ordinance; Council member Tanya Hazelwood seconded and the measure passed unanimously.
Council also accepted a Memorandum of Understanding from the Appalachian Regional Commission (ARC) covering conditions that apply to ARC-funded projects for Ronceverte’s Phase 3 Water Extension project after Jamie Baker, Region IV representative, described the MOU at the mayor’s request. The acceptance was moved by Tanya Hazelwood, seconded by Mark Trent, and carried unanimously.
On a separate item, Council reviewed and adopted Ordinance 2025-02, which the mayor and City Administrator Pam Mentz said clarifies conflicting language in existing police department policy about hiring and firing procedures. The ordinance was approved on a motion by Leah Smith and a second from Mark Trent, with a unanimous vote.
The council also voted to approve the city’s proposed 2025–2026 budget as presented after a staff explanation from Mentz; Mark Trent moved to adopt the budget, Tanya Hazelwood seconded, and the vote was unanimous.
