Ronceverte council adopts barbed-wire ban, approves stormwater invoices and appointments; tables deer-hunt decision

Ronceverte, W.Va. — The Ronceverte City Council on Oct. 7 adopted Ordinance 2024-05, which prohibits barbed-wire fencing in residential districts, approved a stormwater resolution and made a local tourism appointment while deferring a decision on the Urban Deer Hunt program.
Mayor Deena Pack called the meeting to order at 7:00 p.m. and the council unanimously approved the minutes of the Sept. 9 meeting on a motion by Councilman Mark Trent and second by Councilwoman Tanya Hazelwood.
During the public-comment period, Kay Shafer asked whether comments from a previous meeting were included in that meeting’s minutes. Mayor Deena Pack said the council does not always include citizen remarks in the official minutes, explaining that “because citizens comments aren’t a formal part of the official business on the agenda they don’t always get included in the minutes.”
On old business the council held the second reading of Ordinance 2024-05, prohibiting barbed-wire fencing in residential districts. Councilwoman Gail White moved to adopt the ordinance; City Recorder Leah Smith seconded the motion. After the vote the ordinance was adopted unanimously.
In wastewater-related business A. Brown of Thrasher reported that the design phase for the wastewater project is complete; the update was informational and no formal action was recorded.
The council reviewed invoices for the Region 4 stormwater mitigation project and, after a motion by Leah Smith and a second by Gail White, approved Resolution #7 authorizing payment of the invoices; the vote was unanimous.
Under new business the council considered a letter from Zachary Wright supporting designation of Organ Cave as a state park but noted the site lies outside city limits and therefore is not within the council’s purview.
Councilmembers discussed the Urban Deer Hunt program for 2024 but did not have requested information available from Chief Hopkins (program participation and administrative report) or City Administrator Pam Mentz (DNR records). On a motion by Tanya Hazelwood, seconded by Leah Smith, the council tabled the item until the requested information is provided.
The council set city trick-or-treat hours for Thursday, Oct. 31, 2024, from 6 to 8 p.m. on a motion by Leah Smith, seconded by Tanya Hazelwood; the motion passed unanimously.
Council then voted to appoint local business owner Melodie Pester as Ronceverte’s representative to Experience Greenbrier Valley. The motion carried 5–1, with Councilman Mark Trent recorded as the lone vote opposed.
The meeting concluded after department reports and an announcement that the next regular council meeting will be held Nov. 4, 2024 at 7:00 p.m. A motion to adjourn passed and the meeting ended at approximately 7:25 p.m.
