Red River council adopts 2026–27 interim budget, OKs $2.89M East River street grant and bridge planning funds

The motion to approve the transportation funding carried on roll call. Council also approved Resolution 2026-15, which allocates planning and design capital-outlay funds (staff cited $325,000) to support bridge rehabilitation and full replacement planning; staff said additional surveying and design information will be required before full replacement work is authorized.
In addition to the budget and major resolutions, the council approved routine procurement items: advertising ITB 4-26 for fish stocking (scheduled for July 1), authorization for public-works services (RTV 5-26), and ITB 6-26 for road construction materials. The council also approved April expenditures and authorized purchase of a utility vehicle for public-safety/park operations after receiving quotes. All motions were seconded and carried; roll-call votes were recorded for resolutions that required formal adoption.
Councilors and staff emphasized the practical uses for the new cannabis regulation tax fund (now a separate fund per DFA) and noted that the interim budget can be adjusted later through budget amendment requests as needed. Staff will file the interim budget by the DMA June 1 deadline and return with additional project-level details for bridge and long-term transportation planning.
