St. James council accepts 2025 audit, extends power agreement and OKs signage and utility vehicle purchase

The St. James City Council on July 21 accepted the city’s 2025 annual financial audit, approved an amendment to its municipal power agreement and moved a set of routine approvals including a signage permit and a fleet vehicle purchase.
Amanda, a city staff member, told the council the audit “was presented on July 7” and “has been submitted to the state,” and that the resolution before the council was a formal acceptance of that audit. The council dispensed with the reading and approved Resolution 07.26.0.09 accepting the 2025 audit.
On the municipal power contract, staff said the amendment to the city’s agreement with Missouri Basin Municipal Power extends the contract’s expiration date from Jan. 1, 2057, to Jan. 1, 2067 and adjusts related delivery-election dates. “This amendment would extend that another 10 years to then expire 01/01/2067,” Amanda said. Council members dispensed with the reading and voted to approve the amendment.
The council granted signage approval for a single illuminated wall sign to be installed at the building on 601st Avenue South between the tobacco shop and the former Resilient building. Planning and the EDA memo described the sign as wall-mounted despite the applicant having checked a different box on the application; staff confirmed the application was approved as a wall-mounted sign and the motion carried.
On a vehicle purchase, Matt identified himself when presenting the request to replace unit 15 (a 2019 F-350) with a 2027 F-350 utility chassis and body. Matt said the purchase is “within the 2026 budget” and that “the total price is a $119,090.” Staff confirmed the purchase will be paid from the electric fund rather than the capital equipment fund; the council approved the purchase. Council members discussed, and staff said they would place a resolution on a future agenda to formally transfer the 2019 truck to the fire department.
All of the above motions were approved after council members moved, seconded and carried the items by voice or raised-hand votes. The council advanced other items, including two rezoning matters on first reading, which will return for further consideration.
The council adjourned after the meeting’s remaining reports and announcements.
