Little Rock clerk reads several resolutions; board schedules special-call meeting to ratify grouped items
Summary
The clerk read multiple resolutions and contracts (engineering increase; consolidated HUD plan; vehicle and equipment purchases; lease addendum; janitorial and fueling agreements). Because the board lacked a full voting quorum, staff will present ratification of these items at a special-call meeting next Tuesday at 4:00 p.m.

Clerk read a set of consent items and resolutions that will require formal board action when a full quorum can vote. Items read aloud included a $25,000 increase to an engineering contract with Michael Baker International; the 2026–2030 consolidated plan and the 2026 annual action plan for submission to the U.S. Department of Housing and Urban Development; a fueling services agreement with the Metropolitan Housing Authority; a contract with Brown's Dump Bodies, Inc. not to exceed $148,300 plus taxes for dump beds; a lease addendum assigned to 3 FC LLC in an amount not to exceed $801,045.22 to extend the 3 Financial Center lease through July 2029; a janitorial contract not to exceed $63,089.40 for the 12th Street substation; a school resource officer program agreement for the 2026–27 school year and 2027 summer session; and a $234,901.26 purchase order with Rush Truck Centers of Arkansas for two chassis trucks.
Mayor Scott explained the board did not have a full voting quorum and said the clerk would defer voting on grouped items and resolutions to a special-call meeting so items can be ratified and deadlines met. The city attorney confirmed staff can move forward with emergency logistics for urgent items and formalities will be handled by the board at the later meeting.
What happens next: the board scheduled a special-call meeting for next Tuesday at 4:00 p.m. to consider and ratify grouped and separate items.
"A resolution authorized an increase to the professional engineering services contract with Michael Baker International Incorporated, an amount not to exceed $25,000," the clerk read.
