Union City approves $22,295 sinkhole repair, easements and several land actions

Union City Borough Council voted Aug. 13 to move forward on multiple infrastructure and property items, including a $22,295 contract to repair a sinkhole and replace pipe at Municipal Lot #1.
Streets Supervisor Bob Phillips and consultant Bob Carpenter described a sinkhole that requires replacement of a 24-inch clay tile, reconnection of pipes, installation of a larger catch basin adjacent to the sinkhole and about 10 feet of new pipe. Two estimates were presented: Mansfield at $22,295 and McLallen Construction at $23,450, both of which require the borough to provide a truck for the work. Council approved the Mansfield bid (motion by Councilor Steadman, seconded by Councilor Osborn); the motion carried unanimously.
Council also approved a retroactive easement with property owner Anthony Hickey for 104 East High Street after PennDOT installed a catch basin there. Under the agreement the property owner will dig and maintain a ditch and install the connecting pipe from the PennDOT basin; the borough accepted responsibility for two catch basins and roughly 60 feet of pipe between them. Solicitor Tim Wachter will draw the easement paperwork.
Other motions approved unanimously included: • Approval of the 2025 minimum municipal obligation (MMO) for pensions, which managers said requires $48,029 for the nonuniform pension and $0 for the police pension. • Approval of a subdivision transferring a portion of 92 West High Street to 88 and 90 West High Street (survey maps have Erie County Planning approval). • A retroactive purchase of a small portion of property from 8 South Street for $500 to support the Municipal Lot #3 gazebo project, pending survey and solicitor work. • Authorization to enter an easement with the American Legion to install and maintain a kayak/canoe launch on the ball field along French Creek; the installation is being funded by the Pennsylvania Fish and Boat Commission and the Pennsylvania Environmental Council.
Council also agreed to change its regular meeting schedule to the first and third Monday at 6:30 p.m. from September through April. The meeting adjourned at 7:06 p.m.; an executive session on personnel and contract matters followed with no further action taken.
