Local nonprofits ask Trumbull County to reallocate remaining ARPA demolition funds to home repair program

At public comment, Matt Barton of the Labor Partnership and representatives from Trumbull Neighborhood Partnership asked the commissioners to reallocate the remaining balance of an ARPA demolition allocation into the county’s emergency home repair program.
Barton said the county had originally allocated $2 million for Brownfield demolition to the Trumbull County Land Bank and $1 million for emergency home repair managed by Trumbull Neighborhood Partnership. After prior transfers and properties dropping out of the demolition cycle, he asked the board to move the roughly $325,000 remaining in the land‑bank demolition allocation to the home‑repair program so the nonprofit can finish approved projects and serve more households.
Trumbull Neighborhood Partnership staff told the commissioners that, with existing ARPA funds, the program has helped roughly 175 households overall and currently has 148 households on its waiting list; the group said it already has about 20 approved applications ready to move to pre‑inspection and estimated the additional funds could help 20–30 more households, including winter furnace repairs. Staff and commissioners noted ARPA spending deadlines and asked staff to ensure forecast and appropriation language is compatible with federal requirements.
