Greenburgh board reviews proposed changes to Parks and Recreation advisory bylaws

Joe Lucasse, the town’s commissioner of parks and recreation, presented proposed revisions to the Parks and Recreation Advisory Board bylaws at the Feb. 17 work session, saying the changes would move members from two-year to three-year terms and stagger appointments into three groups of six.
"We'd like to change those to 3 year terms so that we can have 3 sets of 6 being re‑upped every year," Lucasse said, describing a transition plan that would reduce the frequency of reinterviews and the burden on volunteers. He also said the draft clarifies that seats are for unincorporated residents.
The board discussed a shorter official name for the panel and whether the advisory board should be permitted to make certain bylaw changes on its own. One member suggested shortening the title to the "Greenburgh Parks and Recreation Advisory Board" to avoid unwieldy business-card text; Lucasse agreed to update the language.
Members also reviewed the quorum and voting language and recommended aligning the bylaw text with Robert's Rules for an 18-member board, and explicitly prefacing majority-vote language with "provided a quorum is present." Several members said they would prefer to have substantial bylaw changes come before the town board rather than be handled solely by the advisory body.
The supervisor and staff indicated they would circulate a finalized draft and that Lucasse could share the detailed transition layout with board members. No formal vote on the bylaw changes was taken at the work session; the item will be placed on the next town-board agenda for further action and posting.
