Commissioners approve transfer of lift‑station parcels as Waverly wastewater sale nears closing

Chelsea Mann, speaking for the Morgan County Redevelopment Commission, told the board the long-running sale of the Waverly wastewater treatment plant is nearing completion and that closing originally scheduled for Aug. 4 has been pushed to Aug. 27 while the buyer completes a new rate study.
"We are finally getting close to pushing that across the finish line," Mann said, explaining the resolution would transfer two parcels owned by the county (locations of lift stations off Huggin Hollow) to the redevelopment commission so the commission could make a clean sale to the town of Bartersville. Mann said the redevelopment commission in turn is deeding three parcels to the county for future park use as part of an roughly 80‑acre assemblage previously purchased from Wallace Construction.
Commissioners asked clarifying questions about approvals and state involvement. Mann said several state programs and agencies — including the Indiana Department of Environmental Management and the Indiana Finance Authority — must sign off before closing, and that the redevelopment commission’s attorneys are working to complete documents before the revised date.
A commissioner moved to approve "resolution 20 26 7‑20" to transfer the county parcels; a second was recorded and the motion passed, 3 to 0.
The resolution directs the county to convey the specified lift‑station parcels to the redevelopment commission to allow the redevelopment commission to complete the sale to Bartersville; it also records the redevelopment commission’s planned conveyance of three parcels to the county for park purposes. The county did not provide parcel numbers, and the record does not list a timetable for the park conveyance beyond the closing sequence Mann described.
