Commission approves routine payments, sets TIF public hearing and proclaims September as 'Goes Purple' month

The Greenbrier County Commission approved a package of routine fiscal items, set a public hearing for a tax-increment financing amendment and adopted a proclamation recognizing September 2025 as Greenbrier County Goes Purple (National Recovery Month).
On financial matters, the commission approved: (1) a transfer of $142,451.91 from savings to checking to cover listed invoices; (2) three budget revisions including adjustments to carryover revenue, an increase to law-enforcement overtime and an accounting change tied to a broadband grant; (3) payment of the county's portion ($55,006.51) for Resolution 14 related to the Greenbrier County PSD #2 phase 2 waterline extension; and (4) draw request No. 12 for the Greenbrier County Get Ready Broadband project totaling $76,660.28 (TIF share $19,165.08; grant-backed share $57,495.20). Staff noted the county has received a $2,200,000 reimbursement from the state toward broadband costs.
Commissioners also approved a letter of support for a West Virginia Department of Environmental Protection Abandoned Mine Lands economic revitalization grant for the Adventure Meadow River welcome center and voted to reappoint Ron McGruder to the Greenbrier County Planning Commission.
On tax-increment financing, county counsel described an amendment to project plan No. 2 for Greenbrier County TIF District No. 1 (White Sulphur Springs area) that would delineate infrastructure projects (including Caldwell line extension and fiber utility projects) and extend the district's term. The commission approved a resolution to submit the application to the WV Division of Economic Development and scheduled a public hearing for Sept. 9 at 10:00 a.m. in the regular commission meeting. The commission also approved a reimbursement resolution to allow later reimbursement of the TIF fund from bond proceeds, giving the county flexibility in funding timing.
The commission read and approved a proclamation presented by representatives of West Virginia Goes Purple, declaring September 2025 as Greenbrier County Goes Purple to raise awareness of substance-use disorder, reduce stigma and support recovery; the proclamation cites Tara Mason and the Hope Dealer Project.
