Greenbrier County commission approves routine financial moves, joins opioid settlement and rebids roof project

The Greenbrier County commission met in a regular session and approved a series of routine financial and administrative actions, voted to participate in a national opioid litigation settlement and postponed a roof-replacement contract to issue a new request for proposals.

The meeting opened with an invocation and the Pledge of Allegiance before the commissioners approved the minutes of the Aug. 14, 2025, regular meeting by voice vote. The commission then approved seven final estate settlements and accepted 12 exonerations and four improper items as presented.

County clerk Rob McCullough summarized arch and recreation transfers totaling $15,500 — $7,000 for Meadow River Trail mowing and $8,500 for Mountaineer Clay Crushers target-machine expenses — and the commission approved moving those funds from savings to checking to cover invoices.

McCullough also presented several budget revisions that the commission approved. Key items included a $357.15 FEMA reimbursement to the county commission maintenance and repair account tied to the White Sulphur Springs EMS generator; law-enforcement payroll-related increases (FICA and retirement adjustments and an overtime increase that included reimbursements from AutoNation and the city of Beckley) totaling about $6,600; and a $16,673.86 increase in a prosecuting-attorney line to cover payroll from January through May. The commission approved a separate line-item transfer moving $16,673.86 from the prosecuting attorney’s VOCA grant to the salary line (405103) to cover those wages.

On procurement, commissioners heard that only one bid was received for the roof replacement at the Greenbrier County Day Report facility. The chair said the county engineer recommended revising the project scope and issuing a new RFP; the commission voted not to open the single bid and directed staff to issue a new RFP with bids due Sept. 8 so the item can be considered at the Sept. 9 meeting.

The commission also confirmed the separation of Crystal Beyer from the Greenbrier County Circuit Clerk’s Office, with an effective date listed on the agenda.

The commission voted to participate in a settlement connected to the National Opioid Litigation Consortium. Outside counsel Britt explained the county’s portion of a multi-defendant settlement and asked the commission to authorize execution of settlement documents; the motion to accept the proposal carried.

For the White Sulphur Springs EMS generator project (a dual-fuel replacement), staff said the original grant allocation was $77,362.85 and the replacement equipment cost $76,920. Unspent permitting and advertising allowances permitted a $357.15 reallocation to reimburse fuel used to test the generator; the state-approved reallocation and the commission approved repaying EMS for that expense.

Staff announced several open procurement opportunities: courthouse window replacement (original courthouse section), website development and migration to a .gov domain (RFP due Sept. 9), a managed service provider solicitation for 9-1-1 emergency management (posting imminent), and a courthouse drainage engineering project. The commission also publicized a public meeting on the draft comprehensive plan scheduled for the 27th at 3:00 p.m. in the lower courtroom of the Greenbrier County Courthouse.

The meeting adjourned after the routine business and announcements. Several items approved were procedural or housekeeping in nature; the roof project will return with a rebid and the opioid-settlement authorization requires execution of documents to finalize the county’s participation.
