Greenbrier County commissioners approved two change orders for the Meadow River Trail phase 3 project on Sept. 9: a no-cost time extension for weather and a $7,006.73 change order to repair a collapsed hand-cut stone culvert.
Staff said change order No. 3 reallocates days for weather delays and pushes the expected completion into December 2025 (dates discussed ranged around Dec. 9–23 depending on further adjustments). "Change order number 3 is just simply reallocation of days for weather," a staff presenter said, noting it is a no-money change order.
The second change order addresses a failed attempt to salvage a hand-cut stone culvert, which collapsed and required reconstruction with wing walls. The monetary amount for change order No. 4 was read as "$7,006.73 and 20¢," and staff said legislative funds from 2023 or the DEP abandoned mine land grant may cover the cost if DEP approves reimbursement. Commissioners approved both change orders by voice vote and discussed an additional possible delay to the bridge work while steel is sourced.
The commission also heard positive remarks that salvaged cut stone was reused in some headwalls and that the project is progressing despite weather and supply delays. The county will continue to monitor schedules and material availability.
