Commission accepts $48,500 Homeland Security pass-through to equip regional hazmat response

The Greenbrier County Commission on Sept. 9 approved entering a $48,500 Homeland Security grant as a pass-through to outfit the regional response/hazmat truck and cover associated maintenance.
Joey, the staff presenter, told commissioners the grant was applied for in 2023 and the state increased the award from an earlier $20,000 figure to $48,500. "They're gonna keep it on the 2023 version, so we had to spend the money by 08/31/2026," Joey said, adding the funds will buy Class A suits and provide $6,000 for maintenance and repairs on the regional response truck stationed between Fairlea and Lewisburg.
Commissioners discussed procurement rules for larger purchases. One commissioner noted that purchases exceeding $15,000 likely require a formal RFP, while smaller items and vehicle repairs can be handled with quotes and county procurement procedures. Joey said he typically obtains three quotes and will work with county staff and the OASIS system to submit paperwork for reimbursement.
The commission approved the request to accept and process the grant as a pass-through. Commissioners asked that staff follow RFP and procurement rules for any single purchase or package of purchases exceeding the county threshold for formal bidding.
