Greenbrier County commission approves TIF application amendment and submits it to state

The Greenbrier County Commission voted unanimously on Sept. 9 to submit an amended tax-increment financing (TIF) application for Greenbrier County TIF District No. 1, White Sulphur Springs, and took a separate action to approve a TIF-funded payment for a water treatment disinfection project.
Attorney John Stump, speaking at a properly noticed public hearing, told commissioners that the application has "really two components": an extension of the district term by 15 years (from 30 to a total of 45 years, as permitted by state law) and the identification of utility and infrastructure projects within the TIF district that would benefit from the amendment. "Once the commission approves the resolution, the application will be submitted to the development office," he said, which will have 60 days to approve or deny it.
After the public hearing closed, the commission voted to approve a resolution to submit the amended application to the West Virginia Division of Economic Development. Commissioners who spoke voiced support for continuing the TIF program’s work in White Sulphur Springs and elsewhere in the county; the motion passed by voice vote.
Separately, the commission approved Resolution No. 7 to pay construction-related invoices tied to TIF funds. Cassie, the project presenter, described pay estimate No. 6 for Baratus Contracting ($71,179.41) and an invoice from E.L. Robinson for construction administration and inspection services ($4,109.13), a combined total of $75,288.54. The resolution directs payment from appropriated TIF funds.
Next steps: The county will submit the application to the state development office; if the state approves, the county will return with an order amending the district and extending its term. The pay estimate will be processed per the TIF fund appropriation.
