Commission approves routine contracts, grants and hiring actions; recognizes planning department award
Summary

At its June 24 meeting the Greenbrier County Commission approved multiple routine but consequential administrative items, including contract awards, grant applications and personnel actions.
Contract and procurement items: the commission approved awarding the Hopkins Mountain 911 tower generator bid to Greenbrier Technologies and Electric; the amount recorded for the bid was $12,021.48. The commission also approved hiring Riverbend Landscaping for the Greenbrier County Health Department landscaping project (bid of $86,918.40), pending final contract review and counsel approval.
Project payments: the commission approved resolution number 5, a payment request of $96,529.74 for the Whites Oliver Springs TIF wastewater disinfection project (including a Veratus Contracting pay estimate and inspection invoicing). The commission approved payment of $2,900.69 to Region 4 for consolidated administration fees across TIF projects and approved resolution number 13, a $57,318.40 invoice to Thrasher Group for PSD #2 Phase 2 waterline extension work.
Grants and staffing: the commission authorized staff to file VOCA victim-advocate grant applications for the prosecutor's office and the sheriff's office for the 2025–26 grant year, contingent on the commission president's signature when final applications are ready. Sheriff Bart Baker introduced a candidate for deputy and the commission approved proceeding with the application and background checks. The commission also approved hiring Sarah Witt for the emergency telecommunicator position and accepted a separation of employment effective June 27, 2025.
Recognition: the commission recognized the planning and permitting department, led by Steven Simmons, for receiving a 2025 National Association of Counties Achievement Award for the county's abandoned and dilapidated buildings program. Simmons said the program has removed more than 60 buildings to date and that the county received roughly $500,000 plus an $80,000 extension (bringing the grant total to about $652,000); he requested additional DEP funds of about $300,000 to continue work in other areas.
Outcomes: motions for the listed contracts, payments, grant applications and hires were approved by voice votes during the meeting. Several items (e.g., the Riverbend contract) were approved subject to final contract review by counsel.
