Tecumseh council approves hazard-mitigation plan, wellhead protection, transfers and pay application; hears updates on Arrowhead Drive bid

The Tecumseh City Council on Oct. 6 approved a series of resolutions, an ordinance and routine actions intended to keep projects and compliance on track.
Council adopted Resolution 2025-16 to adopt a Hazard Mitigation Action Plan, introduced by Council Member Brian Britt and seconded by Lorie Topp; the vote was recorded as aye by Lance Beethe, Brian Britt, Alicia Brommer, Tyler Speckmann and Lorie Topp (Travis Goracke absent). The council also approved an ordinance to adopt a Wellhead Protection Plan prepared by Olsson; the ordinance was introduced and final-passage motions were approved unanimously among members present.
Additional approvals included an agreement to transfer an economic development lot (motion by Tyler Speckmann, second by Lance Beethe), a Memorandum of Understanding with Johnson County for a siren (motion by Lorie Topp, second by Alicia Brommer), and approval of Pay Application #6 from Farabee Mechanical in the amount of $460,570.14 (motion by Tyler Speckmann, second by Lance Beethe). The council also approved a street-closure request for Oct. 31 to permit a Trunk or Treat event on the downtown square.
In departmental updates, Streets/Utility staff reported that bids are in for the NDOT DTR Arrowhead Drive project with a low bid of $11,341,735.40 and that the city has saved the required match for the project. The Economic Development report noted ongoing housing investment work and said demolition tied to the DTR project will commence next week. The City Clerk reported the fiscal year end (Sept. 30, 2025), that the city has filed the 2025–26 budget with the state and county and that audit work will begin this week.
The council approved the consent agenda, including minutes of the Sept. 15, 2025 meeting and payment of city bills, and adjourned at 5:55 p.m.
