Tecumseh City Council adopts wellhead protection plan, approves two special-use permits and $30,000 generator purchase

Tecumseh — Aug. 18, 2025 — The Tecumseh City Council on Monday unanimously adopted a Wellhead Protection Plan, approved two conditional-use permits and authorized the purchase of a $30,000 generator, the council recorded in a regularly scheduled meeting.
The council voted to adopt the Wellhead Protection Plan after a brief public hearing in which Doug Goracke summarized the plan's purpose as establishing a protection zone and buffer around the city's wells. The adoption motion was made by Councilman Brian Britt and seconded by Councilwoman Lorie Topp; the vote was 6-0 in favor (Beethe, Britt, Brommer, Goracke, Speckmann, Topp).
City Attorney Bruce Dalluge explained two conditional-use applications that were heard and then approved. The council approved a resolution allowing Mark Celesky to rent a first-floor apartment in the Historical District; the motion to adopt the resolution was introduced by Councilwoman Alicia Brommer and seconded by Councilman Tyler Speckmann, and passed unanimously. The council also approved a resolution for Clifford Poessnecker to allow outdoor storage of RVs, trailers, boats, equipment and vehicles in the Light Industrial zoning district provided the storage area is enclosed by a fence, building or wall at least 6 feet tall; that motion was moved by Councilwoman Lorie Topp, seconded by Councilman Brian Britt, and passed 6-0.
On a separate vote the council authorized the purchase of a generator from Johnson County Hospital for $30,000. The motion was made by Topp, seconded by Brommer, and approved unanimously.
The council then approved the consent agenda, which included the Aug. 4, 2025 meeting minutes and payment of city bills; the consent agenda motion was moved by Topp and seconded by Beethe. The meeting was called to order at 5:02 p.m. and adjourned at 5:16 p.m.
