A city staff member told the board the owner (identified in records as Earl Shattuck/Shaddix) pulled a demo permit that morning but that conversations about control of the property have been “shifty” and that family members have claimed different levels of authority. The staff member said the property has been the subject of discussions for two to three years and described the structure as being in disarray.
The board closed the public hearing on the property and then voted to adjudicate it. City counsel explained that adjudication would give the city up to one year to take action, which could extend beyond the life of a demolition permit and provide staff more time to monitor the situation and pursue remediation if necessary.
Board members asked staff to report back within two weeks and to e‑mail updates; the building official said he would provide a status report at the next meeting. The board approved the adjudication motion with no recorded opposition.
City staff indicated further action could include demolition or other enforcement steps if the owner does not proceed with repairs or demolition under permit.
