Committee approves LexisNexis 3% price increase and removes advance legislative advance sheets from contract

The committee approved a LexisNexis request for a limited price increase for publication of the Mississippi Code and amended the contract to delete production of advance legislative "advance sheets."

Brian Kennedy, representing LexisNexis, told the committee that annual price pressures in professional publication costs were over 11 percent according to the Bureau of Labor Statistics, but LexisNexis was requesting only a 3 percent increase over last year's price "to help offset some of our cost" and to continue publishing the Mississippi Code. "We're not asking for an 11% increase," Kennedy said. "We're asking for a 3% increase over last year's price, in order to help offset some of our cost."

Members and staff questioned contract details. Committee discussion centered on how many state copies the contract covers (approximately 1,450 copies), the cost the state pays for advance sheets (about $14.50 per copy), and the fiscal math of eliminating advance sheets versus the requested price increase. Committee estimates as discussed in the meeting: a 3 percent price increase would raise costs by roughly $13,000; eliminating production of advance sheets would save about $21,000, yielding a net decrease (in committee discussion) of approximately $8,000 — staff said they would confirm the precise figures.

Following the discussion the committee voted to approve the LexisNexis prices as presented and to amend the contract to delete the advance legislative advance sheets for 2025. Both motions were seconded and the Chair declared the ayes to have it.

What happens next: staff will finalize contract amendments and confirm the exact fiscal impact of the pricing and the deletion of advance sheets; LexisNexis will implement the new pricing and production changes under the amended contract.
