Board debates pickleball court procurement; moves to prepare bid documents

The board debated how best to procure and design planned pickleball/tennis courts during the Nov. 5 meeting, raising cost, site and procurement concerns before voting to prepare bid documents.
Some aldermen said contractors that build courts commonly supply a design and that the city might save money by asking vendors for site recommendations before paying for full engineering design. Staff said prior board direction had been to develop a bid package, including design, geotechnical compaction tests and bid documents. Engineer David (Overstreet & Associates) recommended producing a normal design and bid packet so contractors could price all required site work, lighting and fencing.
One alderman suggested inviting vendors to review the site informally before finalizing the bid package; another said that the parks and restroom work should be completed first and that pickleball funding be considered only after accounting for those commitments. A substitute motion to prepare bid documents and move forward (with an option to pause or table pending final budget figures) passed on a board vote.
Next steps: Staff will prepare a scope of work, include compaction/geotech studies as recommended, solicit vendor input where appropriate, and present a cost spreadsheet showing park expenditures and available funds at a future meeting.
