Tecumseh council approves insurance renewal, sanitation contract, and final pay on power plant cooling project

On a motion by Council Member Tyler Speckmann, seconded by Council Member Brian Britt, the council approved renewal of the Blue Cross Blue Shield health insurance plan. The minutes record that the city’s current monthly premium was $17,153 and the renewal premium is $22,256 per month; the motion passed with Council Members Lance Beethe, Brian Britt, Alicia Brommer, Tyler Speckmann and Lorie Topp voting aye and Travis Goracke absent.
The council approved a renewal contract with Ray J Sanitation, LLC for garbage services (motion by Tyler Speckmann, second by Lorie Topp) and approved Change Order #2 on the power plant cooling project, reflecting a decrease of $44,863.75 (motion by Lorie Topp, second by Brian Britt). The council then approved the final pay application from Farabee Mechanical for the power plant project in the amount of $246,433.63 (motion by Lorie Topp, second by Lance Beethe); all votes on these items were recorded as unanimous among members present.
Council later approved the consent agenda, including minutes from Nov. 17, 2025, and payment of city bills totaling $40,913.26. Vendors listed in the payables included Street Auto Parts - Tecumseh; Black Hills Energy; Morrissey, Morrissey & Dalluge; Southeast NE Action Center; payroll; and others as itemized in the meeting record.
The council also elected Tyler Speckmann as Council President for 2026 (nomination by Lorie Topp, second by Lance Beethe). A public commenter raised a question about a code violation warning letter during the public comment period; council discussed how many code violation notices are typically issued each year but took no formal action on that topic.
