The Harbor District authorized staff to release an RFP to construct and install a stormwater pretreatment system at the Fields Landing Boatyard, a step staff said is needed to reduce metals and total suspended solids in facility runoff.
Staff described a design approach that uses upland tanks, bar-screen and filtration chambers and the ability to test and hold water if needed. Staff said earlier design concepts estimated about $150,000 but later, more robust estimates approached $300,000, prompting a hybrid contracting approach in which an underground-qualified contractor would perform the subsurface work and district staff would manage above-ground elements.
Tenants and boatyard operators voiced support for prompt action and offered operational suggestions (street sweeper/vacuuming, active management and monitoring). The board authorized the RFP by voice vote; commissioners and tenants said the project is long overdue.
Staff emphasized the RFP is one step in a continuing compliance and remediation process; funding sources and final construction scope will be addressed as bids are evaluated and grant opportunities explored.
