Random Lake board approves written utility and accounts-payable procedures, discusses trustee pay increase

The Random Lake Village Board on March 18 approved written Utility Bill Policy & Procedures and Accounts Payable Policy & Procedures after recommendations from the Finance Committee, and discussed a proposed ordinance to raise trustee and village-president compensation.
Trustee Dave Borchardt said the utility-billing change separates business customer classifications from residential accounts to allow shutoff authority for businesses. Trustee Chuck Mueller noted that the Public Service Commission’s winter shutoff restrictions apply to residential customers but do not prohibit winter shutoffs for business accounts. Trustee Mueller moved to approve the utility policy; Trustee Jamie Vorpahl seconded the motion, which carried 6-0.
The board also approved written Accounts Payable Policy & Procedures designed to document existing controls for auditing purposes. Trustee Jamie Vorpahl moved to adopt the written procedures; Trustee Barbara Ruege seconded and the motion passed 7-0.
The Finance Committee presented a proposal to increase trustee and president wages, add meeting-attendance pay for staff, and set a 90% minimum attendance standard. Trustee Dave Borchardt said the committee reviewed neighboring communities, prior payments and budgets; the committee proposes that increases would take effect when an individual is elected or appointed rather than retroactively. The plan would also raise per-meeting pay for staff by $10 and the Clerk/Treasurer by $20 to reflect meeting workload.
Sheboygan County Supervisor Bill Goehring told the board he believes the compensation change could only take effect beginning with the 2027 term because changes must be finalized before the filing of nomination papers. Clerk/Treasurer Stephanie Waala said she would verify the timeline with the state and the village attorney.
The board did not adopt an ordinance on compensation at the meeting; Trustees debated whether to delay further consideration. The clerk will report back with legal timing and any required ordinance language.
