During its Dec. 10 meeting the Melbourne Village Finance Committee flagged three projects in the ARPA activity report that may not have been obligated before the Dec. 31, 2024 deadline: the HW septic system, the playground installation, and tree maintenance. Heather Roberts was instructed to take the issue to the Town Commission as a final opportunity to document obligations.
The minutes list the three suspect items and note that ARPA will close out in April (the minutes' 'tickler' explains that funds not obligated before Dec. 31, 2024 can only be treated as fully obligated if they were under contract prior to that date; otherwise they cannot be spent after Dec. 31, 2024). The committee asked staff to present a solid report of obligated expenses or risk losing the ability to spend the funds.
Committee members emphasized the need to firm up contracts and documentation. The playground installation item is separately recorded as a vendor holding a $19,000 deposit who is not willing to proceed; the committee asked the town attorney to review that contract. Tree maintenance and the HW septic system were also flagged for immediate review.
Heather Roberts will raise the three items with the Commission at the next opportunity so that any remaining obligations can be confirmed before ARPA closeout.
